Can a person who is wanted in another country be arrested and extradited?

If a person who is a citizen of country A and is wanted in country B, he/she would like to travel to Vietnam. Can he/she be arrested in Vietnam and extradited to country B?

-        First case: If he/she is internationally wanted, he/she will almost certainly be arrested and extradited to Country B.

-        Second case: He/she has not been internationally wanted yet.

In case Vietnam and Country B have a Agreement on mutual legal assistance in criminal of Vietnam receives a Diplomatic Note from Country B informing and asking for assistance in this criminal case, if  he/she violates Vietnamese administrative or criminal law and then the competent authorities verify, Vietnam would extradited him/her to Country B.
