On August 16, 2019, the Party Central Committee issued Directive No. 36 on strengthening and improving the effectiveness of drug prevention, control and control.
Currently, in order to reduce the number of new drug addicts and improve the effectiveness of detoxication work, the Politburo has proposed a number of solutions and tasks as follows:
- More severe sanctions against illegal use of narcotics. By now, illegal use of drugs is subject to a warning or a fine of between VND 500,000 and VND 1 million (Pursuant to Clause 1, Article 21 of Decree No. 167/2013 / ND-CP);
- Early amend and supplement the Law on Drug Prevention and Fight and other relevant legal documents to unify and conform to the reality of drug prevention and fight;
- Investigating, prosecuting and strictly handling drug-related crimes, thoroughly recovering properties acquired from drug-related crimes; There are policies for drug-related criminals to surrender;
- Removing obstacles in sending the addict to concentrated detoxification; Preventing the rise of new drug addicts; Managing social addicts, not to cause new crimes;
- Adding a list of new narcotic substances;
- Eliminate illegal venues and organizations, especially narcotics, especially in business establishments with conditions of security and order such as dancing halls, bars, karaoke bars, motels, etc.
