Import Duty Rates 0% To Goods Imported From Laos and Thailand

These are the provisions of the Decree No. 129/2016 /ND-CP dated Jan. 9, 2016 of the Government to promulgate the special preferential import duty schedules of Vietnam to implement the ASEAN Trade in Goods Agreement from 2016 to 2018.

From 2016 - 2018, the special preferential import duty rate of 0% is applicable to many goods imported to Vietnam, including: live animals for breeding thoroughbred type; Woven fabrics of artificial staple fibers; Clothing and clothing accessories, not knitted or crocheted; Shawls, scarves, shawls headed wide, shoulder scarves, veils and the like; Gloves; other Textile articles made, the fabrics, clothing and other kinds of used textiles other, rags; Footwear; Dishwashers; Packaging machines, packaging; Agricultural machinery, horticultural or forestry machinery for soil preparation or cultivation ...

To be imposed this rate tax mentioned above, imported goods must be under the special preferential import duty schedules as prescribed; shall be imported to Vietnam from the countries which are member of the ASEAN Trade in Goods Agreement, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, Philippines and Vietnam (in case goods imported from non-tariff zones to domestic market); directly transported from the above export countries and ensure the provisions of goods’ origin in ASEAN Trade in goods Agreement, supported by a Certificate of goods’ origin  form D  prescribed by the Ministry of Industry and Trade.

This Decree comes into force September 1, 2016.
