
1. Special leave policy for soldiers
Circular No. 113/2016/TT-BQP stipulate leaves regime of professional soldiers, employees and national defense public employees have taken effect from August 10, 2016.
Thus, in addition to annual leave regime, professional soldiers, workers and national defense, public employees are allowed special leave not over 10 days in the following cases:
- Marriage; marriage of natural child, legally adopted child.
- Natural parents; parents-in-law; father-in-law, mother-in-law; legal carer of themselves, of their spouses; wife or husband; natural child, legally adopted children who died or seriously ill, or receive treatment because of having accidents for a long time at the health facilities.
- Their family has heavy damage of lives and property caused by accidents, natural disasters, dangerous epidemic.
2. The report of environmental protection’s content:
Recently, the Ministry of Natural Resources & Environment has promulgated the Circular 19/2016/TT-BTNMT reporting on environmental protection.
Thus, the report contents of environmental protection of the Ministry and ministerial agencies are including:
- An overall assessment of the source of pollution, negative impact on the environment, the specific type of waste and major environmental issues (if any) of fields, sectors of the ministries, ministerial agencies;
+ The process and result of performing their state management and environmental protection;
+ Organizational structure and environmental resources;
+ Promulgating policy documents, environmental protection legislation;
+ The process of State management responsibility of environmental protection prescribed in Paragraph 3 of Article 142 and in another article, clause of the Law on Environmental Protection and implementation guidance documents;
- Orientation for environmental protection in the coming years and proposals and recommendations.
Circular No. 19/2016/TT-BTNMT has taken effect from the date of Oct. 10, 2016.
3. Actions to encourage investment in the development of coastal forests
Decree No. 119/2016 /ND-CP promulgated in policies about management, protection and sustainable development of coastal forests’ response to climate change has taken effect from Oct. 10, 2016.
Thus, it stipulates some activities that encourage socialization of investment protection, development and utilization of coastal forests as follows:
- Investment in forest protection, reforestation, planting, timber forest products, agro-forestry production and aquaculture under the forest canopy in the coastal forest areas.
- Investment in building of land accretion, coastal erosion prevention to serve coastal mangrove forests and eco-tourism development.
- Organizations and individuals, households allocated land and lease coastal forests to protect and develop forests in accordance with the law.
4. Distribution of wages for Viettel Corporation
On August 24, 2016, the Government issued Decree No. 121/2016 / ND-CP piloted labor management, wages for Viettel Corporation in phase from 2016 to 2020.
Thus, the Corporation shall implement the wage distribution as follows:
- To implement wage fund set aside to prepare for next year, which does not exceed 17% of the company’ performance salary funds.
- To establish wage payment regulations by position, job title, associated with labor productivity, business efficiency, the duties completion degree of the enterprise managers and employees.
- Wage regulations built to ensure democratic, publicity, transparency, with the participation of the representative organization of the grassroots-level employees’ collective and reporting to the representative owner agencies before implementation.
- To make an advance of wages, pay salaries for business managers and employees in accordance with the law and the company’ wage payment regulation.
Decree No. 121/2016/DN-CP has taken effect from October 10, 2016.
