Deputy Prime Minister - Truong Hoa Binh assigned the ministries to supplement the regulations on management of students' part-time jobs, especially technology drivers. This is the direction of permanent chief and chairman of the National Traffic Safety Committee to ensure high quality human resources in the direction of economic - knowledge development.
Accordingly, the ministries and localities should encourage technology-based car service businesses to reduce student working time in the immediate future. Universities and colleges need to study management measures, propagate students to do part-time jobs with reasonable time so as to ensure health focusing on study and research.
According to the National Traffic Safety Commission, an independent study found that technology drivers, the majority of whom are students who work as technology drivers for 10 to 14 hours a day. That have a huge impact on academic performance, negatively affecting self-development and the quality of high-quality human resources.
The new direction has received a great deal of input from Vietnamese policy makers, lawmakers, teachers and students. Mr. Bui Van Linh who is director of the Department of Political Education and Student Affairs (Ministry of Education and Training) agreed with the proposal of the National Traffic Safety Committee. So he said that the direction of Deputy Prime Minister - Truong Hoa Binh is timely and necessary. Working part-time jobs is a legitimate need of students and especially in credit schools where students can organize their own study plans. But it also brings many health risks, learning and training.
Many teachers point out that this new policy view makes sense because students will be high-quality human resources for the country in the future. So learning, training and developing themselves are still the main tasks. Besides going to work, students have part-time jobs to support their life and help their parents. The policy of limiting students' working hours in the motorbike taxi service will ensure students focus on learning, to ensure the quality of high quality human resources for the development of knowledge-based economy of the country. It is also the students who drive technology car to see the positive side of this proposal.

For example, students have a need for part-time jobs, businesses need to recruit students, labor safety conditions, and wage payment control agencies.
This rule will have a positive effect on young people, however, there must be no overlap with the existing laws so as to that rule is able to "live" in practice. Because students who are at least 18 years old have the right to work, pay for living and live personal life. If enacting the law, the main impacted subjects must be businesses, employers, not students. The law should specify how the employer is not allowed to use the employee as a student for too many hours. If they violate the regulations, they must be punished. Since then, businesses built recruitment policies, working rules and regulations suitable for student workers.
However, this cannot be the solo responsibility of any agency or organization. Students who are full 18 years of age should proactively arrange time to go to school and part-time jobs, families should cooperate with the school in managing and orienting them to be aware of learning and the future of self. Enterprises need to have regulations on recruiting student workers to comply with the law (if the proposal of the deputy prime minister is legalized). It is necessary for the unity and co-operation of many individuals, organizations and agencies concerned, the regulation will fully promote its positive meaning to society.
